Doesn't Doctor Who have just one regeneration left?

You must be trying to shoehorn the events in the episode "Doomsday", where The Doctor creates a half-human clone of himself to accompany Rose, to hs regeneration cycle...that Meta-crisis version does not count, as explained earlier.
