Who is music composer E.P. Melvin?

In my symphonic band cl, we have many marches that we sight-read, and most of them are written by E.P. Melvin. My band teacher doesn't know who he is or know any details at all and neither does anyone else I've asked. I've looked online as well and gotten no good results. If anyone could please give me some info on this composer, it would be very much appreciated.
